Job Purpose:
Manage the appraisal, planning, development, design and implementation of KAFD Master Planning and Development projects in line with KAFD development plan and strategic objectives.
Main Accountabilities:
- Manage development appraisal and evaluations coordinated with external consultants as required, manage pre-development analysis process to determine viability of the development projects.
- Manage the research and feasibility analysis for new development projects.
- Manage the preparation of all required project budget and internal clearances to enable the project to be started.
- Manage the decision making and activities to procure the required design team.
- Manage the coordination and preparation of the development concept, schematic and technical design package with external consultants as required, in accordance with the briefing and stakeholder requirements, KAFD strategic objectives, and the applicable best practices and standards as applicable.
- Manage the definition and implementation of the appropriate design management processes and procedures to guide KAFD design activities thus enabling effective and consistent service delivery.
- Manage the preparation of a multi-faceted feasibility study (Business Plan) and recommendation to include product, program, options analysis, financial modelling, resourcing, procurement, risk management and sensitivity.
- Manage the collaborative efforts with DPMO to define development priorities, budget and timelines, and for the provision of project management services, including scheduling, cost management, systems implementation, and document control in line with the principles, objectives and design guidelines outlined in the KAFD Asset Delivery Strategy.
- Manage the development design activities for ‘outsourced’ design packages, including design reviews and technical approvals as required whilst ensuring adherence to regulations and design guidelines.
- Manage the development and the review of third-party fit-out design plans ensuring its feasibility, and in case the fit-out operations are managed by KAFD and the implementation from cost, design and development perspective.

- Strong negotiation and communication skills, with the ability to collaborate with stakeholders and partners effectively.
- Solid understanding of construction processes, building codes, and safety regulations.
- Strong problem-solving and decision-making to address challenges and obstacles in property development projects.
- Ability to manage multiple projects concurrently and prioritize tasks effectively.
- Proficient in using project management software and other relevant tools.
- Knowledge of sustainability practices and green building standards in property development would be advantageous.
