Development Manager

Job Purpose:

Manage property development activities covering all areas of KAFD, ensuring proper property development appraisal and evaluations, careful preparation of business plans, smooth contracting process and effective delivery in order to secure continuous development of the city and community in line with KAFD master plan and strategic objectives.

Main Accountabilities:

• Manage the management of end-to-end development process for built form assets directly developed by KAFD from initiation to handover.
• Contribute to the preparation of systems and processes to ensure a ready pipeline of sites suitable for development in areas of real estate, infrastructure, public space and landscape, as well as to support the successful execution of design and build activities, on-time and within budget.
• Liaise with external consultants as required to develop property development appraisal and evaluations. Manage pre-development analysis process to determine viability of the development projects.
• Support new real estate and infrastructure development opportunities and assess their potential for development in line with company business strategy and asset management. Participate in the development of market propositions for potential investment partners.
• Manage the preparation of the business plans for each built form asset class or master planned site, for approval by BoD in accordance with KAFD’s masterplan.
• Provide the required technical expertise for built form assets to ensure smooth translation of the business plan into design.
• Ensure collaboration and interaction with assets operators to incorporate inputs in the development of the assets.
• Administer the development of contractual terms and requirements in projects and work closely with the Supply Chain team throughout the tendering process.
• Monitor asset development projects and operations to ensure the delivery according to agreed timelines, technical specifications, designs and budgets as well as overall strategic, financial, technical and operational objectives and plans. Identify and report on discrepancies or non-compliance incidents.
• Encourage the coordination and collaboration with other relevant Departments of KAFD as applicable to ensure an integrated delivery model (for e.g. DPMO, Procurement etc.)

• Strong leadership and managerial skills to oversee a team of design and development support professionals.
• Excellent project management skills to effectively plan, execute, and deliver projects on time and within budget.
• In-depth knowledge and understanding of design and development principles, tools, and technologies.
• Proficiency in design and development software such as Adobe Creative Suite, Sketch, and InVision.
• Problem-solving and critical thinking abilities to identify and resolve technical issues and challenges.
• Strong communication and interpersonal skills to collaborate with cross-functional teams, stakeholders, and clients.
